If it does is there enough energy coming out to run your car and produce enough electric to continue the conversion or is it all a myth?

Hello everyone, I just need your help on these specific questions. Okay first off let me give you insight on how this dilemma was brought up. I am currently 16 years old, I have passed the written drivers test and am in the process of getting my learners permit. In my house we have two cars, one I KNOW i would never live to be able to drive and the other is a car that is used frequently between many different people. I am in the process of looking for a job to start saving for holiday shopping and to start on the process of getting a car. I am very open minded when it comes to cars, I mainly think of how I’m effecting the environment with the way I’m getting around. The first “unfriendly” engine I saw was on TV was dare I say it on Rob and Big, the engine ran on veggie oil. The downfall to the system is that it smelled like french fries. I think I would get sick of the smell by then. Then I saw a program showing water engines. I was wondering, does it run on only water or does it act as a fuel buddy to just prolong the process. Also if i were to by a new car what would be less costly but be able to convert into a water engine? Is that too much of a broad question? Preferably a new car.
