Your talking about the “convert water to hydrogen” kits. You won’t find any peer-reviewed studies, just testimonials, but there is no real secret to how it works.
Supposedly the kit converts water to hydrogen which then gets burned so that you need less fuel. Problem is if you do the math you quickly discover that the quantity of hydrogen produced is insignificant and couldn’t possibly increase mileage to any meaningful degree. What they do as part of the kit is include parts that trick the engine sensors into running the engine lean (reducing the amount of fuel in the fuel/air mixture). Well, it doesn’t take a genius to figure out you’ll use less fuel if you run the engine lean. Of course that also means that over time you could do some serious damage. But the snake oil salesman doesn’t care about that.
